PROGRAM SCOPE OF SERVICES
Bitar Consultants to implement architect-engineer (A-E) and other services that support USAID/Jordan’s Education and Youth program.
USAID - ISP aims to construct and furnish up to 30 new Ministry of Education (MOE) schools that will be distributed all over Jordan according to a certain criteria.
PROGRAM OBJECTIVES
The program’s primary objective is to improve the quality of education and increase students’ access to basic education and provide improved and safe learning environments that respond to the Jordan Education Strategic Plan (ESP).
The primary sub-objectives include:
- Reduce overcrowding in schools.
- Reduce double-shifted and rented schools.
- Provide the capacity for increased enrollment rates in basic education to accommodate growing populations.
- Improve the quality, functions, and layout of schools to enhance the relationship of the students with their place of learning and increase performance.
- Provide an inclusive school environment for all students.
- Provide smart school designs that are efficient, feasible, and easy for the Government of Jordan to operate and maintain.
- Expand community involvement.
PROGRAM PARTNERS
Bitar Consultants worked closely with MOE, MPWH, and USAID throughout the project phases and obtained approvals from these ministries as requested. BC has also engaged with the education field directorates, school principals, and local area key stakeholders. This engagement includes conducting structured meetings/workshops to solicit stakeholders’ input on school needs, design alternatives, and local area conditions, and to share the proposed school concerns, ideas, and designs with them.
BC has also coordinated with local municipalities and other local authorities to ensure that proposed projects are in compliance with the applicable codes, regulations, and development plans.
BC collaborated with other USAID-funded projects, especially those related to education, youth, energy, and water efficiency, such as ESMP, which aims to improve the current systems for the planning, design, procurement, construction, operation, and maintenance of public schools throughout Jordan.
BC shall also coordinate with other donors in order to maximize total donor support to the MOE and to ensure coordination and avoid duplication.
